WLPD Charge 2 in Separate Human Trafficking, Sex Assault Cases

Windsor Locks police made arrests in two separate cases in the past 24 hours that allege that two men were engaged in illegal activity involving inappropriate sexual conduct.   

Wednesday morning, New York City resident Jie Li, 44, turned himself into police on an outstanding warrant for his arrest for his involvement in alleged illegal activity at 5 National Drive that included accusations of human trafficking and promotion of prostitution, according to police.   

In addition to human trafficking, police have charged Li with second-degree promotion of prostitution and second-degree threatening, according to police. Li is being held on a $300,000 cash bond and is scheduled to appear in Enfield Superior Court today, Wednesday, April 3, according to police.   

On Tuesday, Windsor Locks resident Michael A. Rivas, 26, turned himself into to police because of an outstanding warrant alleging that he had inappropriate sexual contact with 15-year-old girl, police said.   

According to police, the allegations stem from an incident that occurred in Jan. 2013. Rivas, who resides on Denslow Street, is charged with two counts of second-degree sexual assault and two counts of risk of injury to a minor, police said. Rivas is being held on a $150,000 surety bond and was scheduled to appear in Enfield Superior Court Wednesday, according to police.
